Passives don't unlock from leveling. You catch them, breed them, or (for some) surgery them on. Once they're on a Pal, they stay.
Wild Pals and hatched eggs can roll up to four named passives. Empty slots stay empty until breeding or surgery fills them.
Kids pull a random mix from both parents. Same-species pairs are how people stack Legend, Artisan, Swift, and the rest onto one Pal.
If a card has the Surgery tag, you can apply it with consumables instead of rerolling eggs. That covers the Rank 5 World Tree set and a bunch of Rank 4 passives. Hit the Pal Surgery filter to see only those.

Legend + Demon God is the usual pair. Then an element passive that matches your damage type. Use the type chart and team builder if you're building a party.
Babysitter speeds egg production and incubation while the Pal sits at base. Philanthropist doubles breeding speed on the farm. Odds for mutated eggs are on the mutation calculator.
Swift or Runner for land speed. Skymarcher / Lightfooted for extra jumps. Eternal Engine and Infinite Stamina only do anything on rideable Pals.
Breeding farms keep going while you're offline, which helps when you're rolling for a four-passive stack. Leave some RAM free if the base is packed with workers.

Get MasterworkTraits your Pal keeps forever. Up to four per Pal. Legend is the famous one (Attack +20%, Defense +20%, Movement Speed +20%). Negatives exist too, like Slacker or Brittle. Ranks go from -3 up to 5.
Breed for them. Kids inherit a random mix from both parents, so you push the traits you want onto the species you want over a few generations. Use the breeding calculator for the species side, then breed same-to-same to stack passives.
Items that let you slap certain passives onto a Pal without breeding for them again. Anything tagged Surgery on this page works that way, including the Rank 5 World Tree passives. The rest still come from parents or the wild.
Work speed first: Remarkable Craftsmanship (+75%), Artisan (+50%), Serious (+20%), Work Slave (+30% work, -30% attack). Skip anything that drains SAN faster. Big automated bases also chew through RAM, so size the server with the RAM calculator if things get heavy.
Legend is the safe pick. Demon God if you want more attack. Musclehead is Attack +30% but nukes Work Speed, so don't put it on ranch Pals. Element passives like Flame Emperor or Lord of the Sea help when they match what you're swinging. Check the type chart for matchups.
